[MSNoise] MSNoise: Decimation_factor

Hi,

It looks like you are using a database from version 1.5 with the python
codes from version 1.4, you should try removing msnoise completely and
reinstall it.

pip uninstall msnoise (do it two times)
pip install msnoise
