[MSNoise] msnoise scan_archive

To all,

for reference, there was no issue here, just crappy verbosity of the 
scan_archive procedure. this will be removed from the next release.

in addition: the plot data_availability command actually reads from the 
database, not from the files, so if the plot shows data, it means the 
scan_archive step was OK.
